Update on the Glaston Parish Meeting.

  1. The first meeting of the Parish Meeting in over ten years took place on 31st May 2022.

Firstly, can I thank those who attended the meeting and contributed to the discussion.

The meeting covered the need to re-establish this meeting and re-iterated that the Parish Meeting was part of the local government structure and was  a formal meeting of electors,

‘’ to discuss parish affairs and exercise any statutory functions conferred on them’’

During the meeting I was elected as Chairman for the next twelve months.

  • A review was provided regarding the three projects which the village agreed should be progressed in terms of the use of the available Community Infrastructure Levy funding.(CIL )

The three projects are;

  1. Relocation and training for the defibrillator.
  2. Cleaning and researching the Cart-Wash.
  3. Potentially funding a mower for the playpark.

Updates on each of the projects were provided by Judith George, Russ Horne and Steph Talbot respectively.

A full update on the Defib project can be found elsewhere in this edition of the Gazette. In summary all approvals and funding have been agreed and the launch and training is being planned for the Autumn.

I have started discussions with RCC regarding the Cart-Wash and potential use of the CIL monies.

You will have noticed that ,thanks to Russell Robertson, the Cart-wash has been cleaned and now looks so much better. Russ Horne provided very useful information about the history of the structure and other research he had done.

I will continue to discuss a way forward with RCC and hopefully agree support from the CIL monies for this project.

Finally the need for a new mower to maintain the playpark was discussed as a potential call on the CIL funding.

  • Issues to be taken forward by the Parish Meeting.

During discussion thought was given to issues which should be taken forward by the Parish Meeting. The following were suggested by those attending as important issues which should be taken forward;

  1. Bypass, speed cameras and traffic calming measures through the village.
  2. A review of RCC plans and how they impact on Glaston.
  3. A greater understanding of the issues surrounding the Village Hall and any plans for the use of the Church in the future ( matters for the PCC and the Village Hall Committee )

At the meeting I also suggested that a questionnaire should seek to understand what residents of the village thought were important issues for discussion at the Parish Meeting.

So there are three questions which would be good to get your answers to.

  1. What do you think should be improved in the village?
  2. What do you think will be the major issue/issues for the village in the future ?
  3. What would you like discussed at the next Village Meeting ?

Please spend a few minutes giving this some thought and let me know your thoughts about these issues and how the Village Meeting should set its priorities. A questionnaire is attached.

  • Other matters.

I attended the Parish Council Forum at the end of June which is the way in which RCC communicates with Parish Councils and Parish Meetings. Those matters covered included;

RCC Local Plan- more of this later, update on Rutland Neighbourhood Watch Association and crime and disorder issues

The next meeting is in September when there will be updates by Age UK, issues regarding elections in 2023 and Health Plans .

  • Rutland Council’s Local Plan.

Rutland County Council is in the process of developing a Local Plan for the County. This will set out the broad strategic direction for the County and frame the way development will take place. There are 12 key subject areas being discussed and consultation takes place at various stages prior to submission to government in 2024.

One of the key issues currently being developed is how housing development should take place in the County and at what level.
